Project Title:
Biosolids Processing Solution

Project Description:
The project Biosolids Processing Solution upgrades Louisville MSD's current processes of all solids generated by MSD in Jefferson County, Kentucky. External Solids are transported to the Morris Forman Water Quality Treatment Center (MFWQTC) via tankers or by force main. Waste activated sludge (WAS) from MFWQTC and external solids are combined and thickened in dissolve air flotation thickeners prior to dewatering. Primary Sludge (PS) from MFWQTC are digested in four existing mesophillic digesters. Digester PS and thickened WAS are combined to dewatering in five existing high solids centrifuges. When all equipment is functional, all dewatered solids are dried in existing rotary drum dryers. When dryers are out of service, a portion of the dewatered solids are loaded into trucks and hauled to landfill. The MFWQTC Biosolids Processing Solution will replace portions of the existing solids handling system and will include the thermal hydrolysis pretreatment (THP) upstream of the digesters to allow all solids to be digested, prior to dewatering. This project will provide a sustainable Class A biosolids product, reduce energy demands and operating costs at MFWQTC and increase reliability of treatment.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
With the existing drying system reaching the end of its useful life, the proposed Biosolids Processing solution is intended to provide sustainable biosolids processing for at least the next 30 years. The current Drum Drying System (DDS) is over seventeen years old and produces Class A Biosolids dried pellets that are land applied. The product is marketed under the name Louisville Green. The existing drying system is at the end of its useful life. In 2013, MSD land applied 100% of our biosolids. Due to the age of the system, it is not feasible to refurbish the existing equipment. As a result, the plant is operating with a reduced biosolids processing capacity. In 2017, less than 80% of the biosolids produced were dried and land applied (19,282 dry tons of dried pellets were produced for land application and 24,078 wet tons of cake were sent to the landfill).

The new biosolids processing system is intended to process all solids generated by MSD Water Quality Treatment Centers (WQTCs) and produce Class A Biosolids that can be beneficially reused and land applied. With the increase in digester gas production, which will allow energy recovery and energy production for on-site use, regional partnerships for additional solids importation will provide opportunities for increasing renewable energy production and providing safe and reliable organic waste disposal.

Alternate B:

A "no-action" alternative is unacceptable as it prevent a long term solution of biosolids management.  In addition, a Class A Biosolids would not be produced which would increase the amount of dewatered solids sent to the landfill.
Refurbishment of the existing driers is not desirable due to high capital cost for system rehabilitation (many unit processes in addition to driers require attention) and resulting high energy and operating costs.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:

The Thermal Hydrolysis Pretreatment (THP) technology will increase biogas production by 30 percent. By increasing the digester gas production, this will allow energy recovery and energy production for on-site usage. We anticipate that the Thermal Hydrolysis Pretreatment technology will produce 4 MW of power which will fully supply the demand of the THP. With the decommission of the Andritz Drum Dryer System (DDS) we anticipate that this will save approximately $1,000,000 per year in electricity costs. With the THP, our goal is to eliminate any routine biosolids landfill disposal.

Environmentally Innovative Projects:

Environmentally innovative projects include those that demonstrate new and/or innovative approaches to delivering services or managing water resources in a more sustainable way. Examples include:

Due to the decrease in capacity of the DDS, MSD sends approximately 24,000 wet tons per year to the landfill. Landfill costs are approximately $2,000,000 per year plus tipping fees. The THP system will decrease the solids reduction through enhanced anaerobic digestion with the existing digesters and produce a Class A Biosolids product that will be land applied.
