Project Title:
Upper Middle Fork Pump Station Improvements and Diversion

Project Description:
The Upper Middle Fork Pump Station Improvements and Diversion project includes replacement of the existing Upper Middle Fork Pump Station (UMFPS), which has a current capacity of 9 million gallons per day (MGD) and contains outdated equipment and technology, with a new 30 MGD pump station. A relief interceptor upstream of the station will convey flows in excess of the current interceptor capacity, and a diversion structure will be installed on the existing interceptor to force flows into the pump station and reduce flows going downstream. A 30-inch force main will be extended from the pump station site to the Hikes Lane Interceptor (HLI) (constructed 2011) to divert flows away from sanitary sewer overflows (SSOs) and combined sewer overflows (CSOs) areas. Flows will eventually be stored in the newly constructed Buechel Basin and treated at the Derek R Guthrie (DRG) Water Quality Treatment Center (WQTC). The project is designed to convey a 2-year, 3-hour (1.82”) cloudburst event. The SSOs and CSOs that will be impacted by this project are as follows: SSO- 08935-SM, CSO0211, CSO020, CSO058, CSO018, CSO097, CSO015 and CSO0023.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The Upper Middle Fork Pump Station Improvements and Diversion project is a required component of one of MSD’s major Consent Decree Projects and will increase system capacity to mitigate SSOs and CSOs in accordance with Louisville MSD's 2012 Integrated Overflow Abatement Plan (IOAP), approved by United States Environmental Protection Agency (USEPA) and Kentucky Division of Water (KDOW) in May 2014. A minor project modification was approved for the Upper Middle Fork project in 2018 in order to support the programmatic intent of overflow abatement for SSOs and downstream CSOs as well as provide long-term sustainability by replacing the existing aging and unreliable infrastructure associated with UMFPS with a larger, high-efficiency station.Because the current Upper Middle Fork Pump Station and has operating issues related to efficiency, aging equipment, and outdated technology, infrastructure renewal for the pump station will provide much-needed reliability improvements that will sustain system operations and Capacity Management Operation and Maintenance (CMOM) regulatory commitments. This project also coincides with the proposed development in the area and growth in the region.

A "no-action" alternative is unacceptable, as it would allow wet weather SSOs and CSOs to continue to discharge into the environment at volumes and frequency greater than the level of control approved in the IOAP.

Alternate B:

The new UMFPS with increased capacity, force main to the HLI, and parallel relief interceptor as well as the flow diversion structure with modulating real-time control gates on the existing Upper Middle Fork (UMF) interceptor and UMF Relief Interceptor will maximize system capacity and are critical for compliance with MSD's Consent Decree. This project will allow wet weather flows to be stored at Buechel Basin and treated at the DRG WQTC, mitigating discharges at known CSO and SSO locations.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

MSD has a requirement to infiltrate stormwater runoff on all properties during new construction and/or existing facility improvements. Typically MSD utilizes rain gardens and bioretention best management practices to satisfy this requirement.

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy Efficiency:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:

The pump station will be designed with high efficiency motors to reduce energy consumption due to pumping needs. Power supply needs for the pump station will also be incorporated into MSD's overall VFD program. The use of VFDs assist MSD’s staff with controlling power needs associated with flow requirements through the pump station. MSD utilizes specialized hardware and software system is also responsible for supplying the internet connection to MSD’s supervisory control and data acquisition (SCADA) system that controls more than 300 pump stations and control gates and serves as the platform for implementing the RTC system. This RTC system is used to optimize use of MSD’s conveyance facilities to cost-effectively maximize the use of existing facilities to reduce sewer overflows. This program is and will be used to control flow during normal flow conditions as well as wet weather high flow conditions to ensure SSOs and CSOs are controlled.

Environmentally Innovative Projects:

Environmentally innovative projects include those that demonstrate new and/or innovative approaches to delivering services or managing water resources in a more sustainable way. Examples include:
