Project Title:
Elizabethtown WWTP Upgrade and Expansion

Project Description:
The City of Elizabethtown is undergoing a unique level of growth in both residential, commercial, and industrial wastewater users. With the addition of more wholesale treatment for the Glendale area from the location of BlueOval SK, the City needs to upgrade and expand its treatment facilities to meet demand. The City is completing a regional facility plan to outline overall needs. It is expected the treatment capacity will need to increase from 13 MGD to 22 MDG to accommodate present need and anticipated flows. The City is reviewing treatment processes to provide the most appropriate treatment methods for the mix of flows it receives (residential sanitary vs commercial/ industrial). The project may include a new treatment train for industrial flows which may have higher concentrations of greases, metals, BOD's than residential sewer flows. A significant amount of the drinking water provided in Hardin County comes from local sources including the Nolin River (surface source) which is susceptible to contamination from untreated or inadequately treated wastewater discharges. The on-going and continued development in the southern section of Hardin County poses increased risks to negatively affect surface waters, including the Nolin River. This project will help protect water quality in those surface and groundwaters sources by providing adequate treatment options for higher concentrations of development that are occurring and reducing illicit discharges. All replacement pumps and motors will utilize the latest and most reliable technology for energy efficiency and security. It is envisioned that the treatment processes to be added will be capable of PFAS reduction and treatment. Upgrades are also slated for the existing treatment components; however, the level to which that will occur has not been fully determined as the City is just now receiving several multi-unit development applications, commercial development applications, and industrial permit applications that may inform them on the best component items to be upgraded or replaced. The City’s Engineers are in the process of completing both a regional facility plan and a rate study / cost of service study that contains a more robust level of assessment management. It is expected that the City will enact new rates with the new fiscal year (July). The City has, as required, previously filed asset management documents in association with its permit.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The City of Elizabethtown is taking on wastewater treatment in a more regional fashion as it begins treating wastewater flows from new major industrial, commercial, and residential development south of the City in Hardin County. The demand for additional treatment will outgrow capacity in the near future and requires the City upgrade and expand to meet needs. The project will allow the City’s treatment system to accommodate flows from Hardin Co. Water District No. 2’s collection system in Glendale and southern Hardin County. HCWD#2’s previous regional study by Strand identified the most feasible way to address sewer service in concentrated population, non-incorporated areas of the County was through connection with existing facilities in Elizabethtown, Radcliff & Vine Grove. Elizabethtown’s facility is the closest to the southern – higher growth areas of the County.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:
