Project Title:
GJSA Wastewater Treatment Plant Upgrades

Project Description:
This project proposes to address needed improvements to the GJSA Wastewater Treatment Plant located in Wurtland, KY. The present hydraulic loading of the Treatment Plant during heavy rainfall events, especially during high water (flood) events produces excessive flows to the Plant from the existing municipalities being served. The result is excess hydraulic loading that exceeds the capacity of the Plant. Presently only one of two Trains is fully functional for treatment due to improvements that need to be made to provide full treatment in the second Train. In addition, the hydraulic loading requires additional Clarifier capacity to contain the solids in the Plant and allow treatment that will meet the Permit Limits of the Plant. Both the upgrades to Train-2 and the addition of an adequately sized clarifier will allow GJSA to treat proposed additional flows from a planned expansion of service to the community of Lloyd, as well as the Industrial Parkway (KY-67) corridor which extends to the EastPark Industrial Park, and the Wurtland Riverport located near the Treatment Plant. The Parkway extension will provide service for the development of the Atlas Mill and other prospective industrial development along the Parkway corridor in the process.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
Greenup Joint Sewer Agency's wastewater treatment plant has a unique treatment process where all components of treatment outside of the headworks and contact basin are contained within one circular basin, or train. The treatment plant has two separate trains (East and West) that each consist of an equalization zone, six anoxic zones, four oxic zones, a clarifier, a digester, and a thickner. The trains were designed to treat high volumes of ammonia discharged by a local industry; however, since the industry relocated in [year] the West Train was modified to treat lower volumes of flow and ammonia and the East Train has been used as a surge basin. This project is needed to bring the East Train back online for treatment processes so that the West Train can be rehabbed and additional treatment modifications can be installed.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
