Project Title:
Garrard Co SD - Paint Lick Sewer System - Phase 1

Project Description:
This project will construct a "cluster" sanitary sewer system to serve Paint Lick Business District. Currently, Paint Lick is home to several businesses including but not limited to a bed and breakfast, an environmental consulting firm, and a restaurant. The community is also home to several churches as well as a volunteer fire department, the White House Clinic. With adequate sewer service several other businesses would be able to expand or move into the area. Future phases of the project will pick up nearby residential customers. Current facilities are operating on small septic systems that have been located on adjacent property, piped under existing buildings or straight piped directly into the creek that runs through the community. Most of these septic systems are older, nonconventional systems and are nearing the end of their useful life. Construction of the project will result in approximately: 4,030 LF 3" HDPE Forcemain 250 LF 2" HDPE Forcemain 550 1.25" service lines 15 grinder pumps 2x 5,000g holding tanks with a secondary treatment unit/leach field

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
Current facilities are operating on small septic systems that have been located on adjacent property, piped under existing buildings or straight piped directly into the creek that runs through the community. Most of these septic systems are older, nonconventional systems and are nearing the end of their useful life. Paint Lick is an non-incorporated community located on KY52 on the Garrard/Madison County Line. The community has just been bypassed by KYTC Relocation of KY52. This project represents an initial effort to retain existing businesses and position the community to attract new business.

Paint Lick is 11 miles from the Lancaster WWTP and 12 miles from the Richmond WWTP. Pumping to either community's WWTP is not viable.  Garrard County is forming a Sanitation Commission to address sanitation needs of County residents.

Conventional sewer and package treatment plant.  Initially there will be insufficient customers to support a conventional package plant.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
