Project Title:
Frankfort Sewer Department FSD Prevention Park Pump Station Replacement

Project Description:
This Project has three primary objectives - the consolidation and decommissioning of (4) existing small pump stations, offloading flow from sewers susceptible to SSO's (and the sewers located in the area of the recent rock slide that has destabilized the 30" sewer) and providing additional system capacity to accommodate the future receipt of the Farmdale Sewer District wastewater flows. The Heritage, Prevention Park, Hospital, and Twilight Trail Pump Stations are existing duplex pump station in the West Frankfort drainage area that will be eliminated as a part of this project. These pump stations are relatively small, in close proximity to one another, and have exceeded their useful lives. By eliminating these pump stations and their associated force mains, the Westgate Interceptor, which is shown to be at, or above capacity based on modeling, will have capacity restored. These pump stations are proposed to be combined into a single pump station near the existing Twilight Trail Pump Station. The new pump station will be sized to accommodate the existing flows to the four (4) pump stations to be eliminated; as well as flow diverted from a fifth pump station, Twin Oaks as well as current and future sanitary sewer flows from the Farmdale Sewer District. The force main for the consolidated pump station will extend approximately 27,000 feet from the new pump station site to their termination point at the flow control structure at Benson Avenue and Kentucky Avenue. In correspondence with pump station, the force mains will be sized to handle current flows from FSD and Farmdale, as well as future flows. In addition, the existing West Frankfort Pump Station force main and Pea Ridge force main, both previously discharging into a 30" interceptor susceptible to SSO's and under an Emergency Deceleration by the City of Frankfort following the events of a landslide, will be connected to the proposed force main system. The new force mains will alleviate existing capacity issues in this interceptor due to the fact that they are diverting flows from the four (4) aforementioned pump stations being decommissioned, as well as, flows from the West Frankfort and Pea Ridge Pump Stations. The Project is divided into 3 phases. Phase 1 - Casing Pipe Installation at National Guard Entrance. This phase was created to take advantage of the National Guard Entrance being closed for security improvements. The City has self fiananced this ~ $ 275,000 phase. If excess KIA funds is available from KIA loans, the City will submit draws to cover Phase 1 expenses. Phase 2 - Lower PC3. This phase was created divert approximately 90% of the flow from the existing 30" RCP interceptor at risk from a rockfall on Taylor Ave. The estimated cost for this phase is $20,666,107. FSD will advertise for construction upon completion of the easement acquisition and securing financing. It is expected to be advertised in Spring of 2026. The budget attached to the profile reflects Phase 2 costs only. Phase 3 - Upper PC3. This phase will complete the project with the construction of the new pump station and abandonment of 4 pump stations and elimination of SSOs. The estimated cost for this phase is $ 31,809,293. FSD will seek a second KIA loan or other financing in 2028 upon completion of obtaining the remaining easements necessary for this project.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The project is multifaceted and thus has multiple needs. The needs addressed by this project are listed below: • Provide connection for future elimination of old package wastewater treatment plants in the Farmdale Wastewater System that experience Notices of Violation (NOVs) on a regular basis. The proposed pump station and corresponding force mains will enable Farmdale to connect to the Frankfort Sewer Department system. This project relieves aging pump stations and mitigates an existing capacity issue at one of the smaller pump stations. • The West Frankfort force main extension is needed not only to allow the increased capacity required for the future Farmdale flows, but to also provide relief to the existing interceptor passing through the Buttimer Hill Basin. The existing interceptor is currently at capacity and occasionally experiences SSOs.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:

FSD's sewer system has a three part CIP management system including asset management plan, integrated GIS, and Lucity (an electronic reporting, and documentation system) for logging repair and replacement work within the sanitary collection system. Using these three systems FSD annually prioritizes the mapped collection systems areas that are likely to fail or in high need of replacement. After a analysis of high priority (highest risk of failure) is completed, the identified projects are planned, funds are allocated in the annual budget for each project, and the projects are completed.
