Project Title:
West Hickman WWTP Wet Weather Storage Tanks - Phase 1 & 2

Project Description:
THIS PROFILE HAS BEEN AMENDED TO INCLUDE PHASE TWO WORK FROM WHAT WAS PREVIOUSLY SX21067060 (LOAN A21-012) AND SX21067061 (LOAN A21-014), Design and construct Phase 2 of the Consent Decree required wastewater storage facility located at West Hickman WWTP in Jessamine County. Phase 1 included a 22 million gallon (MG) above ground storage tank along the necessary pumping facilities, piping and site work needed to place Phase 1 into service and integrate Phase 2 into future service. Phase 2 will consist of a second 18 MG above ground storage tank along with infrastructure needed to operate Phase 1 and 2 in series. This $20.9 M project is listed in LFUCG’s approved Remedial Measures Plan capital construction schedule with a full compliance completion date of 12/31/2023. Design and construct Phase I of a multi-phase wet water storage facility located at the West Hickman Wastewater Treatment Plant located on Ashgrove Pike in Jessamine County. This project will reduce the potential for 23 wet weather sanitary sewer overflows (SSOs). First phase consists of an approximately 20 million gallon concrete storage tank and combination storage tank/plant influent pump station complex. Relocation of the existing influent pump station necessitates adding new fine screens, grit seperators and odor control facilities for the influent pumps. Leaping weir and non-potable water system modifications are also included in the project.. Estimated project cost for Phase 1 is $71,303,742. Project proposed in LFUCG's Remedial Measures Plan, submitted to USEPA on October 12, 2011.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
PHASE 2 NEED: Sanitary sewer assessments and hydraulic modeling completed as part of the Consent Decree compliance effort demonstrated that the West Hickman WWTP lacks sufficient sanitary sewer capacity to treat wet-weather peaks flows for the Consent Decree target design storm. As recently as calendar year 2019, 13 sanitary sewer overflows (SSOs) where documented / reported on the trunk sewer immediately upstream from the Phase 1 tank. Completion of Phase 2 will further mitigate wet weather SSOs on this trunk sewer while at the same time providing sewer service for un-sewered parcels within Fayette / northern Jessamine counties. Existing sanitary sewer that lacks sufficient capacity to meet LFUCG's EPA mandated Capacity Assurance Program. Project proposed in LFUCG's Remedial Measures Plan, submitted to USEPA on October 12, 2011. The wet weather storage will prevent future SSO's in the adjacent sewer system.

A.	Eliminate upstream I&I to the level needed to mitigate wet weather SSOs for the target 2 year / 24 hour design storm. Achieve I&I reduction level by 12/31/2023.

Eliminate sufficient sewer system inflow and infiltration (I/I) so that the West Hickman WWTP has required capacity. I/I work must be complete and successful by January 3, 2024 or LFUCG may be subject to broad financial penalties under its Consent Decree.

(12/7/2020) A15-026 is currently under construction with the LFUCG.  They have significantly overhauled the scope on A21-012 and A21-014.  The purpose is still the same, however, so Anshu agreed that it did not change their ranking for funding.  

Rather than go in on one or the other and change the profile, they would like to open up A15-026 and modify the project to include a Phase 2 that will essentially be the new scope.  Then they would decline the two A21 projects, but the money would be added as an increase on A15-026.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:

LFUCG has a Consent Decree (CD) with USEPA and the Kentucky Division of Water that outlines the time lines required for the elimination of recurring SSO's. The first of three Remedial Measures Plans (RMPs), as required by the CD, was sent to the regulatory agencies on October 12, 2011. This project is included in this RMP submittal.
LFUCG Department of Finance and Administration have developed a financial model to incorporate a rate structure to implement this project. Ordinance raising sanitary sewer user fees to specifically fund maintenance and improvements has been attached.
