Project Title:
Little Sandy Correctional Facility Sewer Service Improvements (Wastewater Plant Renovation)

Project Description:
With the passing of the $171,000,000 line item in the 2022-2024 state budget, the Sandy Hook Correctional Facility will be adding a new wing with up to 800 inmates. Replace oxidation ditch, aerators/mixers, VFD, RAS pumps/controls, chemical feed building upgrade, sludge blowers, replace force main air release valve. These improvements will include work on the primary pump station at the prison including new pumps, piping, valves, and meters. Work on the existing basins, belt press, UV treatment system, and clarifiers. This would be a major increase in the effectiveness of the treatment plant that would put them in good stead for several years. The plant will not need to be expanded for additional flow. This is an equipment replacement project only. The plant will have the capacity to serve the prison without a capacity upgrade. The existing City of Sandy Hook Wastewater Treatment Plant (WWTP) facility, is located in downtown Sandy Hook, about 7 miles from the Little Sandy Correctional Complex (LSCC). The Sandy Hook WWTP was originally designed and constructed (completed 2004) to accommodate both the existing City of Sandy Hook residential wastewater customers, plus the new proposed Prison Complex. The current "Phase 1" LSCC Prison population remains at about 1,000 inmates, plus 300 staff. A 7-mile-long existing wastewater force main from the Prison to the WWTP conveys all Prison flow to the WWTP. A main wastewater pump station with emergency gen set exists at the Prison site. The existing S. Hook WWTP was designed for an average daily design flow of 500,000 gallons per day (0.5 MGD). The 2022-2024 State Budget as approved will add an additional 816 inmates, 1800 +/- total, and about 50 staff, or 350 total staff. The WWTP has been operating 18 years and requires upgrades of the existing Prison pump station, plus an update in almost all of the treatment plant equipment in order to accommodate the added Phase 2 inmates and added staff. The anticipated improvements to the existing WWTP and Prison Pump Station to accommodate the Phase 2- LSCC expansion. are as follows: At the Prison, replace Pump Sta. pre-engineered corroded valve pit piping/valves, control panel/level sensors, pumps/discharge pipes/guide rails (2), flowmeter, five (5) existing air vacuum/release valves along existing 10-inch force main, At the WWTP facility replace (1) oxidation ditch main aerators/drives/motors( 2 each), anaerobic and anoxic mixers; replace (1) clarifier rake assembly/gear drive and replace aerated sludge holding blowers/motors; replace UV dis-infection system module/control panel; replace sludge press washwater pump, belt/main drive/wash nozzles/squeege seals, polymer feed pump replace influent/effluent influent/effluent samplers; replace return sludge pump station pumps (2) and control panel; replace existing 10-inch inlet force main plug valve (broken stem). Replace existing Chemical Feed building for Phosphorous removal. Repairs to existing Channel Monster headworks to restore this equipment back into operation. Replace existing Control Room electric (oxidation ditch primary aerators VFD's (2). The Sandy Hook WWTP was designed 20-years ago such that all treatment plant structures/basins are 2 feet above the elevation/limits of the 100 -year flood of record. The upcoming/current 2024 WWTP improvements project includes replacement of existing WWTP equipment only. No new structures/basins to be added. The improvements slated for the 2024 project thus will not change/have any effect on the WWTP’s existing flood location status

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The Sandy Hook WWTP was constructed 20 years ago as phase 1 of the the Little Sandy Correctional Facility. The equipment at the plant is 20 years old and many of the treatment plant components need replaced due to age. The city recently entered into an agreement with KYDOW due to WWTP permit violations.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:
