Project Title:
HWEA SRF Phase VIII - Expand Hammond-Wood WWTP & Interceptor

Project Description:
HWEA is proposing renovation and expansion of the Hammond-Wood WWTP, located on the North Fork of the Little River, south of Hopkinsville. Renovation will occur by replacing the existing river siphon with a new influent interceptor river crossing, new influent pump station, new headworks (screening and grit removal), new anaerobic phosphorus release tank, renovation of two existing oxidation ditches and two existing clarifiers, modification of the existing activated sludge pump station, modifications to return and waste activated sludge pumping station, post aeration steps and new outfall, new operations building, new electrical building and standby power, controls and Instrumentation, demolition of existing structures, construction of two sludge holding tanks, aeration, and dewatering equipment, and renovation of the existing ultraviolet disinfection process. Expansion of the plant to 9 MGD with a hydraulic capacity of 27 MGD will occur with the construction of a new oxidation ditch and site development, addition of a third clarifier, excavation, grading, and site piping, new sludge holding tank, new belt filter presses with additional pump, conveyor system, and a new blower building, controls, and instrumentation. Improvements to the 36” and 48” influent interceptor transporting wastewater to the plant will occur as determined through inspection. This revision is necessary because the original Profile was written prior to the completion of the recent 201 Facilities Plan approved June 26, 2015. This second revision is the result of engineering design work and elevated construction estimates since 2016. Site piping will be constructed to accommodate expansion to 12 MGD in the event HWEA abandons the Oak Grove WWTP and secures a mega-site client. HWEA will also be bidding the project to possibly include a new bio-solids drying process with solar drying equipment to see if this is a financially feasible option.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
Hammond-Wood WWTP serves the City of Hopkinsville and the City of Pembroke. As current and future residential, commercial and industrial development proceed in these areas serviced by Hammond-Wood, capacity will be reached in the foreseeable future, particularly considering the WWTP receives flows from the recent closing of the Northside WWTP in Hopkinsville and continued industrial expansion projects in the Hopkinsville area. The project will also ensure that the effluent meets the permit requirements, and allow an increase in flow to the plant to handle surcharge in the collection system due to inflow/infiltration. These actions are a necessary step in improving water quality of local streams, as well as improving the ability of the system to meet permit limits due to aging and failing infrastructure.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy Efficiency:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:
