Project Title:
HWEA - Oak Grove Wastewater Treatment Plant Expansion - Construction

Project Description:
HWEA is open to a Planning and Design Loan for this project. HWEA will update the 2015 201 Facilities Plan in 2024 for submittal in 2025. HWEA proposes to renovate and expand the Oak Grove WWTP in order to convey and treat wastewater from current and future customers and maintain compliance with existing and potential future regulatory requirements through 2040. This project is based upon an Assessment completed by Bell Engineering in October 2020 (ESA 2019-A, Alternative I selection, Phase I & II completed concurrently). Renovation Improvements: new fine screenings, grit removal, replacement of disc aerators with fine bubble diffusers, a screw press, and solids dewatering building. Upgrade from 0.72 MGD to 1.25 MGD Improvements: influent pumping, coarse screening, additional volume in the oxidation ditch with new blowers and diffusers, additional clarifier, new aerobic digesters and expansion of the disinfection basin.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
Original WWTP structures (1990) are a the end of their lifecycle (31 yrs old). Sludge handling process is outdated and structures (1998) have been abandoned (23 yrs old). The Headworks (2004) is outdated and no longer in effective operation (17 yrs old). Average daily flow is 0.55MGD of a capacity of 0.72 MGD - 77%. The plant will reach design capacity in 2030 and the future flow projection for 2040 for the Oak Grove system is 0.96 MGD. BOD, TSS, Ammonia-N, and Total Phosphorus average concentrations all exceed the current plant's design concentrations.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
