Project Title:
ARSA I & I Reduction & Sewer Rehab Phase 1

Project Description:
The Augusta Regional Sewer Authority, Inc. (ARSA) will provide complete sanitary sewer services to the Cities of Augusta and Brooksville, in Bracken County, Kentucky. The Cities of Augusta and Brooksville have completed some testing to identify major I&I issues and these funds would be used towards additional I&I testing and repair of the existing collection systems. The goal of this project is to eliminate as much I&I as possible for when the systems are transferred to ARSA. This project also proposes to purchase a monitoring system for five (5) locations including the WWTP and 4 pump stations within the ARSA system.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
These systems are subject to excessive I&I during heavy rainfall events. Resolving these issues within collection systems are a must and will require multiple phases. The City of Brooksville has a monitoring system on their lift stations, but no such system exists within Augusta, their pump stations or the WWTP. Monitoring systems are instrumental in helping keep utility operations up and running smoothly providing benefits i.e. lowering costs, reducing the need for remote checks and additional manpower, lessening service interruptions, monitoring events and collection of data. With this request ARSA seeks to take steps toward correction of both of these issues.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
