Project Title:
Danville - Wastewater Treatment Plant Improvements

Project Description:
The City of Danville, KY (City) wastewater treatment plant (WWTP) is a regional facility that serves Danville, Northpoint Training Center, the Lincoln County Sanitation District and the Mercer County Sanitation District. The original WWTP, constructed in 1981 and upgraded in 1998, has a design capacity of 6.5 and a peak capacity of 16.0 million gallons per day (MGD). The WWTP is in need of improvements/upgrades to continue to meet KPDES Permit Limits. Proposed improvements include: new mechanical bar screen, repairs to existing Oxidation Ditch aerator, plant sewer pump station replacement, sludge dewatering system with two (2) screw presses, a new ultra-violet (UV) disinfection system, supplemental paracetic acid (PAA) feed system, a new operations/laboratory building, SCADA system improvements and a new emergency generator. Another critical component of this project is the rehabilitation/upgrade of the Spears Creek Pump Station that is an existing Sanitary Sewer Overflow (SSO) location.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The City completed a Wastewater System Evaluation Study in June of 2018. The Study identified three major problem areas at the WWTP that need to be addressed as part of this project: lack of adequate screening, sludge handling, and a failing UV disinfection system. The Spears Creek Pump Station needs to be rehabilitated/upgraded to eliminate an SSO in order to comply with an existing KDOW Agreed Order #170033. The WWTP is in need of improvements/upgrades to continue to meet KPDES Permit Limits. Additional explanation of project needs may be found in the Notes section at the end of the profile.

Alternatives for sludge dewatering are Belt Filter Press, Centrifuge, and a Fan Press. Based on site conditions and type of  waste sludge, a screw press is the recommended alternative.

Alternate B:

No action. This alternative is not feasible because the Danville WWTP is a regional facility serving nearly 20,000 persons in Boyle, Mercer and Lincoln Counties. No action on the pump station improvements would lead to fines as outlined in KDOW Agreed Order #170033.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:
