Project Title:
Downtown Sewer System Improvements - Phase 1

Project Description:
This project will replace/rehab approximately 12,865 LF of 8 inch gravity sewer and public service laterals to alleviate health and safety threats from line stoppages and overflows. In addition 75 existing manholes will be replaced. These replacements/rehab will take place in portions of downtown Columbia. These areas are known as the Appen Avenue area consisting of Hanley Lane, Hughes Street, and Carrie-Bolin Drive; Downtown Plant area consisting of Jamestown Road, Trabue Street, Guthrie Avenue, Elm Street, Montgomery Avenue, Heskamp Street, Hayes Lane, Maple Street, Lindsey Wilson Street, portion of Hudson Street, Burkesville Street, and Tutt Street; and Hudson Street area consisting of a portion of Greensburg Road. Included in this project are the replacement of the Long Hunter Lift Stations #1 and #2 and the pumps in the Don Franklin Lift Station.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The replacement of the sanitary sewer lines is necessary to eliminate health and safety threats from sewer stoppages and/or overflows. The existing manholes are in poor condition and contribute to inflow/infiltration. The current lift stations have exceeded their life expectancy and larger capacity is needed to handle the amount of sewage. The Don Franklin lift station needs larger more efficient pumps to handle the volume of sewage flowing through it.

Do one portion of the project at a time; first the line replacement/rehab then the lift station work.

Alternate B:

Rework the system to not need one or more of the lift stations.  This would require considerable more gravity sewers and could be cost prohibitive.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:
