Project Title:
BGMU - Water Treatment Plant - Alternate Disinfection Process

Project Description:
The existing disinfection system has exceeded its useful life and presents safety risks that require mitigation. The proposed project will enhance safety for the community by eliminating chlorine gas storage and transport. BGMU obtained proposals for alternative systems, a standard hypochlorite generation system and a mixed oxidant system, which ultimately resulted in the selection of a mixed oxidant generation system. Both cost and non-cost factors were considered in the analysis. The proposed system provides the following quantifiable benefits: 1. Decreases in disinfection byproduct (DBP) formation in distribution systems 2. More persistent residual disinfectant in the distribution system which allows a. a lower applied disinfectant dosage at the water treatment plant, b. reduced biofilm activity in the distribution system, and c. reduced coagulant and oxidant dosages The proposed system provides a lower life cycle operating cost than the alternatives

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
Chlorine gas is toxic and poses dangers to the general public and BGMU operations staff. Mounting concerns about the safety, air emissions and terrorism potential of chlorine gas usage is compelling BGMU to explore alternate disinfection systems.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
