Project Title:
WTP Chemical Storage and Feed System

Project Description:
Installation of Chemical Storage and Feeder System at Morganfield WTP. Project will involve the installation two new bulk tanks, one day chemical feed pump and associated piping and appurtenances for the City’s proposed sodium hydroxide (caustic) feed system.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
In 2022, the Morganfield Water Treatment Plant ran a chemical trial using Ferric Chloride in place of the existing Acid Alum or Poly Aluminum Chloride in an effort to reduce the disinfection byproducts in the consecutive systems of Morganfield's Wholesale Customers. During this trial, the plant used Caustic Soda to adjust the pH instead of Lime traditionally used at the plant. The plant purchased these trial chemicals in totes and set up temporary feed systems for the Ferric Chloride and Caustic Soda. This process of using totes and a temporary feed system was very expensive and very labor intensive. However, the results showed excellent removal of organics leading to lower disinfection byproducts, lower turbidity, and lower chlorine demand. For example, the third quarter TTHM results for 2022 were 0.0470 and 0.0610 as a result of the trial. In 2023, after returning to Poly Aluminum Chloride, third quarter TTHM results were 0.0860 and 0.1060, nearly double. To implement the new system, permanent bulk tanks and feed system are needed. The plant currently does not have the facilities to feed Ferric Chloride and Caustic Soda in bulk, and the system used for the trial is not sustainable. This project is will provide permanent facilities and improve the quality of the water produced along with reducing the total chemicals needed for treatment.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

The City of Morganfield maintains a Capital Improvement and Strategic Plan that is a cost effective and environmentally sound path to accommodate existing needs and project growth for the future. This plan includes an asset inventory, strategic plan, and capital improvements plan that lay the groundwork for increasing capacity to serve growth areas while maintaining the systems and facilities they currently serve, balancing risk with the money they have available.
