Project Title:
Raw Water Intake & Pipeline Project

Project Description:
This essential capital construction project for HWU entails 2 components: upgrades to the existing raw water intake along with construction of a new raw water line to serve the Henderson Water Utility South Water Treatment Plant. The SWTP supplies the largest user of treated water in the area - Tyson Foods - and the largest employer in the area with nearly 2,000 people employed, and additional households serviced by the SWTP: Henderson Water Utility South - 7,412 households Henderson County Water District - 6,305 households Beech Grove Water Association - 507 households City of Sebree - 599 households The existing raw water intake is located at the former Big Rivers Electric Corporation (BREC) Generating Plant, and will be modified to house new upgraded pumps and electrical components. Pumps and equipment upgrades will be sized during this project to meet the 4.0 MGD existing raw water need at the SWTP, but design will allow for expansion to 8.0 MGD to meet future needs when necessary. Existing electrical and pumping components were built to serve the BREC and do not suit HWU needs. Modifications for correctly sized pumping equipment and new electrical components will result in a significant power cost savings to HWU and customers rather than leaving the pump station as is. Additionally, 6,000 LF of 24-inch raw water pipeline will be constructed along a new route from the upgraded intake to the SWTP - beginning at the intake and running parallel with the entrance road at the BREC Sebree Station Facility, then along HWY-2089 and connecting to the SWTP. The new raw water intake and pipeline will be more reliable than the existing line and will have interconnections from two separate electric generation sources. Finally, bypass pump connections will be constructed at the connection point adjacent to the river which will allow for the quick connection of emergency bypass pumps if the intake pump station is rendered inoperable. This project is necessary to continue service to the 2,000 people employed at Tyson along with the nearly 15,000 households served by the South Water Treatment Plant. Previously HWU intended to construct a new intake and pipeline and by upgrading the existing intake and constructing a new pipeline will save nearly $2 million than the alternative.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The Green River is the only source of raw water for the SWTP and previous plans by HWU called for constructing a new raw water intake to be built on the Green River separate from the existing one that was owned by BREC. This project will eliminate the need for new construction and instead modify the existing intake. Currently, raw water is pumped from the Green River at an intake which has been owned and operated by BREC. BREC notified HWU that this intake is no longer required for BREC operations after the closure of their electric generation plant, and thus increased maintenance and electrical costs will become HWU responsibility in the near future. The existing pumps and equipment at the intake were sized to supply BREC raw water needs for the generation plant and are significantly larger than required to supply the SWTP needs, resulting in a significantly higher electrical cost to HWU if left as-is. Additionally, the configuration of the piping, along with the operating characteristics of the existing raw water pumps requires all raw water to be re-pumped by a secondary raw water pumping station located at the SWTP site. The secondary pumping station was constructed in 1996 and is nearing the end of its useful life and this will eliminate the need for that secondary pump. Finally, there are currently no bypass connections for emergency pumping should the existing raw water intake pumps fail and the existing raw water pipeline is located in the middle of an electrical switchyard at the power plant which would make access very difficult in the event of leak. The new pipeline will alleviate those access concerns and improve reliability for supply of raw water.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Henderson Water Utility has maintained a Capital Improvement and Strategic Plan since 2014 that is a cost effective and environmentally sound path to accommodate existing needs and project growth over a rolling 10-year time frame. This plan includes an asset inventory, strategic plan, and capital improvements plan that lay the groundwork for increasing capacity to serve growth areas while maintaining the systems and facilities they currently serve, balancing risk with the money they have available.
