Project Title:
PMWD - Feasibility Study for Shared Water Services

Project Description:
The Kentucky State Legislature and Governor Beshear approved Senate Bill 263 in April 2023 to enhance the effectiveness, realizability and resilience of water and wastewater systems in Kentucky. The legislation encourages Kentucky’s public water systems to cooperate and form regional partnerships to enhance service levels, share resources and reduce costs. The legislation defines asset management for water and wastewater systems and establishes a regionalization account to incentivize water systems to merge, consolidate or share management and operations. Franklin County is served by six water utilities: Elkhorn Water District, Farmdale Water District, Frankfort Plant Board, North Shelby Water District, Peaks Mill Water District and US 60 Water District. Three of the water districts (Elkhorn, Farmdale, and Peaks Mill Water District) propose to explore a shared services partnership for the benefit of their customers. The shared service opportunities include customer service, metering, billing, operations, maintenance, engineering, asset management and procurement of materials and equipment. Peaks Mill and Elkhorn Water Districts currently share administrative staff. This project proposes to retain a management consultant to facilitate the feasibility of shared services among the three Franklin County water systems. The scope of work includes the following: 1. Form and facilitate the Franklin County Water Workgroup with representatives from Franklin County government and Elkhorn, Farmdale and Peaks Mill Water Districts. 2. Review and document existing utility management, including governance, finance, assets, service area, operations, rates, and service levels. 3. Identify system strengths, needs, and deficiencies in areas of water quality, service levels, water loss, infrastructure, asset management, engineering, operations, and maintenance. 4. Identify mutually beneficial opportunities for shared services. 5. Prepare recommendations for water districts and present to respective boards for consideration. T

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

The PMWD Operations and Maintenance (O&M) Manual was reviewed following the March 2021 Sanitary Survey. The O&M manual was updated on May 1, 2022, to reflect the change in licensed operator from Dale Gatewood to Jeff Lee. A copy is on file with the PMWD.
The 10-year Capital Improvement Plan (CIP) was updated and presented to the PMWD Board on December 11, 2024. The revised 10-year CIP includes $3.8 million of capital projects. The current year (2024) includes funding for Projects WX 21073024 (ARPA) and WX 21073035 (CWP). In addition, PMWD filed for a rate increase with the PSC on November 27, 2023, proposing a 20.86% rate increase.  The case is pending before the PSC. The proposed rate increase will provide the financial capacity to operate and maintain the district and fully fund the depreciation account for repair and replacement of assets. The rate filing also includes funding a water loss surcharge to reduce water loss.
