Project Title:
PMWD - Harmony Lane Finished Water Interconnection

Project Description:
Install 1,200 feet of 6-inch water main in Harmony Road from existing dead end line to Georgetown Road (Hwy 227) to connect to Kentucky American Water Supply. Includes installation of master meter for backup/emergency supply from Kentucky American water main in Georgetown Road. Alternate scope to install interconnect in Cedar Road to US 127. Selected route will be based on evaluation of pressure, flow and water quality from Kentucky American at both locations.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
Backup supply to Pressure Zone 3. Currently Pressure Zone 3 has only one source of supply that is susceptible to service interruption due to limited power supply to pump station. This project will provide a redundant supply for approximately 250 customers. The project will also provide a circulating source of water to Pressure Zone 3 and improve water quality by increasing chlorine residuals.

Emergency backup supply will reduce need for flushing and improve choline residuals. PMWD previously under agreed order to address low chlorine residuals in remote portions of system with low customer density. Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. : The 10-year Capital Improvement Plan (CIP) was updated and presented to the PMWD Board on December 11, 2024. The revised 10-year CIP includes $3.8 million of capital projects. The current year (2024) includes funding for Projects WX 21073024 (ARPA) and WX 21073035 (CWP). In addition, PMWD filed for a rate increase with the PSC on November 27, 2023, proposing a 20.86% rate increase.  The case is pending before the PSC. The proposed rate increase will provide the financial capacity to operate and maintain the district and fully fund the depreciation account for repair and replacement of assets. The rate filing also includes funding a water loss surcharge to reduce water loss.  

The System should review the Division of Water’s additional recommendations from the most recent Sanitary Survey (March 2021).
