Project Title:
Peaks Mill Water Main Extension US Hwy 127 North

Project Description:
Install 3,500 feet of 8-inch and 1,500 feet of 6-inch water main in Old Owenton Road and US 127 from Perkins Lane to Strohmeier Bypass to replace existing 4" and 3" water main and provide backbone water supply for pressure zone 2. (Replaces vulnerable 3-inch cast iron and AC pipe in easement and steep terrain to Strohmeier Bypass). Also install new 4-inch PRV station and auto flush assembly. $70/ft for 8-inch and $60/ft for 6-inch construction & materials. $40,000 for PRV station and auto flusher.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
Current 4-inch cast iron and 4-inch AC water main is located in an easement and a portion was installed in steep terrain (dropping 150 feet in elevation over 250 feet of length). The water main was installed in 1970 and is vulnerable to failure. Rerouting the water main in the new US 127 right of way will provide access, additional hydraulic capacity and reliability to Pressure Zone 2 and 3 of the water district.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

1.	Recommendation #1 – Develop an Asset Management Program – Currently, PMWD does not have the resources and funding to develop an Asset Management Program. PMWD has a pending request for a 21.86% rate increase to allow for full cost recovery of operations, maintenance and depreciation. The rate base does not have adequate funds to develop an Asset Management Program, but will consider developing such a program if funds become available.

2.	Recommendation #2 – Document a Capital Improvement Plan (CIP): PMWD developed its first 10-year CIP in November 2022 and updated the 10-year CIP in December 2023. The Board reviews the 10-year CIP annually when adopting the annual operating budget. 

3.	Recommendation #3 – Expand the timeframe of the Capital Improvement Plan (typically 5-20 years): PMWD maintains a 10-year CIP.

4.	Recommendation #4 – Ensure all required information is recorded in the main break log: PMWD has updated is procedure to record required data in the main break log.
