Project Title:
Guthrie - WWTP Expansion

Project Description:
This project will construct a new Guthrie wastewater treatment plant near the existing site from 310,000 gallons per day to 1,000,000 gallons per day to accommodate the new Novelis Aluminum Plant and new residential areas in the city. Apart from any growth the city is experiencing, this project will help treat any excessive inflow & infiltration issues along with sanitary sewer overflows at the existing WWTP, thus improving drinking water sources downstream. The new plant will be equipped with up to date treatment technologies such as VFD's, energy efficient pumps, and SCADA not currently available at the existing plant. The SSO's at the existing plant occur during heavy rain events as Guthrie is flood prone. The city just replaced the existing generator to supply back-up power helping to minimize over flows during prolonged power outages with ARPA Funds.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
Guthrie has experienced rapid growth in its industrial base since the announcement of Novelis, a $350M aluminum plant, located in Guthrie in 2018, and started a $375M expansion in 2021. The Guthrie WWTP is over 40 years old and needs to be replaced before Novelis finishes phase 2 of their expansion. Now it will be pushed to capacity by the projects already under construction. In order for Guthrie to continue its residential growth and to compete for future industrial development, the wastewater plant has to be expanded. The expansion will also create plant capacity to allow the City of Trenton to be served by the Guthrie WWTP in a future project. This project will also address I & I issues and SSO's in the existing system and plant.

Guthrie is directly on the KY-TN state line. Clarksville, TN, Guthrie's neighbor to the south, is also undergoing rapid growth and does not have collection system or plant capacity to serve Guthrie. In fact, Clarksville has reached out to help serve parts of Montgomery County adjacent to Guthrie.

Service from Elkton or Trenton (both in Todd County):
The two closest POTWs in Todd County are Elkton and Trenton.  Elkton is 12 miles away and does not have adequate plant capacity to serve Guthrie. Trenton is 8 miles away and is in need of plant improvements itself. Preliminary discussions have been held regarding decommissioning the Trenton WWTP and pumping to Guthrie for treatment.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Will include solar panels on administration building for power gereration. Submetering to large power consuming devices. Select highest efficiency motors, pumps and equipment.
