Project Title:
MUPB - Bluestone Wastewater Line Replacement Project

Project Description:
Morehead Utility Plant Board proposes the following rehab, replacement and construction of sewer infrastructure to mitigate SSO issues throughout the entire project area and reduce energy usage and I&I flow issues. The project would replace an existing gravity sewer line with a new force main, upgrade an existing lift station, eliminate a lift station, and install one new small lift station. The proposed project will replace the existing 15-inch gravity sewer along Bluestone Road with approximately 12,500 LF of 16-inch force main. The existing Skeens Lift Station will be upgraded to 1500gpm. The Flannery Lift Station, which receives flow from Skeens, would be eliminated and replaced by a new 40gpm lift station to handle the small section of gravity flow from Skaggs Road due to switching from gravity to force main. SCADA will be installed on both the Skeens and the newly constructed small lift station. All of the existing customers' grinders will be connected to the new force main. Morehead Utility Plant Board currently has a directly serviceable population of approximatley 15,212 or 6,555 households and directly serves Bath, Fleming, and Rowan County.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The existing 15-inch gravity is the main interceptor for the northern portions of the MUPB's sanitary sewer system and has experienced significant flow increases of MUPB's service area. The gravity sewer has shown signs of failures with several point repairs made in the past 10 years. The change from gravity to force main would relieve system surcharge hindering flows to the downstream lift station and resolve suspected inflow/infiltration issues (I/I). The rehab and construction of new lift stations would also reduce suspected SSO.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:

The replacement of an existing gravity sewer line with a new force main, upgrading an existing lift station and installing one new lift station will eliminate SSO and I&I problems. The Flannery Lift Station will be eliminated.

Attached is the 2019 Asset Inventory Report and 2015 Approved Inventory for Morehead Wastewater Treatment Plant, Rowan County, KY. The Department for Environmental Protection, Division of Water (DOW) reviewed the Asset Inventory Report for the Morehead WWTP dated March 31, 2015, and found it to conform to the requirements contained in administrative regulation 401 KAR 5:006. Also included are the Capital Improvements Projects List, FY2021-22 Capital Summary, MUPB 2020 Production Totals, and MUPB 2021 Production Totals.
