Project Title:
Vicco Wastewater Treatment Plant & Sewer Collection Project - Phase III

Project Description:
This project proposes to upgrade the existing Vicco Extended Air WWTP with a second parallel 0.1 MGD Davco Contact Stabilization Basin (same as the existing WWTP unit). This upgrade will allow the current WWTP to stay in operation while the new parallel system is constructed. If the budget allows at completion and startup of the new unit the old unit will be taken off line for possible upgrades and/or conversion to a Equalization (EQ) Basin which will help control the excessive I&I situation. The county recently entered into an agreed order with the KY Division of Water (DOW) for effluent violations with the KPDES permit discharge parameters and other non-compliances issues – Case No. DOW 150032, Agency Interest No. 3459, Activity ID No. ERF20140004. The only option for the system to obtain consistent KPDES permit compliance status is to upgrade or rehab the existing WWTP or construct a new WWTP which is cost prohibitive. We looked at rehab of the existing Davco WWTP but this requires temporary treatment on site while the rehab takes place and there are no guarantees the existing system can be adequately rehabbed. Also the temporary system will require significant cost over time funds which can be potentially untenable. We determined the risk to be too high to expend the difficult and limited funds available for that alternative. The WWTP is beyond 60 years old which is well beyond its useful life cycle. The exiting collection system will also be rehabbed with this project to reduce the I&I (Inflow and Infiltration) the WWTP encounters during wet weather conditions which directly contributes to the KPDES effluent non-compliance. The I&I project will consist of an initial SSES (Sanitary Sewer Evaluation Survey) phase to identify the major and minor areas of the collection system I&I. Upon completion of the SSES Report the project will be designed to allocate resources to install various forms of pipe liner, CIPP (cured in place pipe) or other methods of trenchless technology. Manholes may require rehab or replacement as well as defective sewer pipe, laterals, taps, etc. to reduce excessive I&I from the system. The collection system has a significant linear footage of VCP (Vitrified Clay Pipe) which is susceptible to fracture due to low tensile strength and leakage due to tree root intrusion, etc.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy Efficiency:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:
