Project Title:
M C S D - Gwinn Island Road Sanitary Sewer Extension

Project Description:
Gwinn Island Road is located in northeast Boyle County within the Mocks Creek watershed, along the Herrington Lake shoreline. The project scope will include the construction of a low pressure collection system consisting of approximately 21,700 LF of small diameter force main, along with the installation of 79 grinder pump stations to serve the existing properties located along the road. In addition to providing service to the homes, the project will also include service to the Gwinn Island Marina and Resort. Gwinn Island Marina and Resort consists of a full service marina with approximately 50 boat slips, 30 rental cabins, and an RV Park. The project will allow the marina to expand the RV Park, as well as increase the occupancy rate of the cabins year round. Most importantly, the project will eliminate aged and inadequate onsite septic systems currently serving the properties, reducing the infiltration of sewage to the watershed, while enhancing the water quality of the lake, as well as protecting the public health of residents and visitors to the area. Herrington Lake serves as the drinking water source for communities located in Boyle, Mercer, Garrard and Lincoln Counties. The proposed project includes new service to a second area located within the Herrington Lake watershed. The unserved area is located in the vicinity of Pandora Marina along Kennedy Bridge Road and is currently served by septic tanks and holding tanks. The project will include the installation of approximately 3,120 LF of small diameter force main and 13 grinder pump stations. The project area is located adjacent to the collection system that was recently constructed by the completion of the Kennedy Bridge Road Sanitary Sewer Project. The project included the construction of an 18,000 GPD wastewater package treatment plant, which will also provide service to the Pandora Marina and adjacent properties within the current scope. The project scope will also include a 5,550 LF extension of the existing low pressure collection system along Cold Springs Drive in Southern Mercer County to serve 14 properties currently served by septic tanks. In addition to Cold Springs Drive, 9 properties located along Beaumont Avenue and South College Street in Harrodsburg will receive sanitary sewer service from the existing low pressure collection system. Approximately 2,200 LF of small diameter force main will be installed to provide the service. The South College Street portion of the extension will provide new service to 5 commercial properties that currently have limited use due to the lack of public sewer service. In addition to Beaumont Avenue and South College Street, 2 properties located along Bellows Mill Road in Harrodsburg will also receive new sanitary sewer service by the installation of residential pump stations. The project will include the construction of approximately 5,062 LF of small diameter force main along Blankenship Drive and Adams Lane near Bright Leaf Estates Subdivision, as well as 12 residential grinder pump stations. The project will upgrade and replace two pumps located at the Jefferson Street Pump Station in the Bright Leaf Estates Subdivision. Lastly, the project includes new sanitary sewer service to an industrial facility located in Burgin, Kentucky. The facility is currently served by a grinder pump station. The service to the facility will consist of approximately 875 LF of small diameter force main, as well as a duplex grinder pump station.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
Project will eliminate 117 individual septic systems, and 6 holding tanks, as well as reduce infiltration and protect the health and water quality of Herrington Lake which serves as a water supply resource for four Counties within the Bluegrass Region.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy Efficiency:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:
