Project Title:
Richmond - Taylor Fork Stormwater Improvements Phase 1

Project Description:
This large project will be phased over several years. This phase will develop a computer simulation model of the entire watershed to determine number of properties that actually experience structure flooding, where to construct detention basins to reduce flooding and improve water quality, propose water quality improvements for both private and public properties, construction of new storm sewer systems and clearing the floodplain of obstructions. Other work will include the purchase and removal of homes situated along the Taylor Fork floodplain, in the vicinity of Bradbury Pointe, and restoration of the flood plain; purchase of land for future bioretention basins, resolution of localized neighborhood flooding in other subdivisions in the upper watersheds.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
Residential and commercial flooding due to inadequate storm sewers, and large amount of impervious surfaces contributing excess stormwater downstream. Stormwater is polluted with debris from parking lots, streets, rooftops and residential development. Past development practices allowed construction in and near the floodplain, placing structures in floodplains. Project will restore some floodplain areas, remove residences from flooding locations, thus reducing the flood hazards for residents, and encourage private businesses in the area to begin considering water quality improvements into their developments.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
