Project Title:
LTCP Project #3 Phase 2

Project Description:
This project is phase #2 (phase #1 = SX21145034, A20-032) of Project #3 of the approved Long Term Control Plan (LTCP) for the Paducah JSA. The project is associated with the outfall (EPA Outfall 003) located adjacent to the Paducah Wastewater Treatment Plant and will be constructed next to the recently completed 15 MG combined sewer wet weather tank (SX21145023) and diversion structure and pump station (SX21145034). This portion of the project will complete installation of the remaining pumps not installed in phase #1 (but purchased in phase one) and construct the 56" force main to a fine screening facility with two 45 MGD fine screens and related appurtenances. In addition, this phase will also construct a 72 inch gravity line, with capability to serve a future disinfection facility (Project #5 of the LTCP) that will extend through the City of Paducah Floodwall, and join with the existing Outfall 003 discharge location outside of the floodwall. The construction of this discharge line will also augment the existing floodwall pumping capacity for this area of the City of Paducah by approximately 20%, as well as reducing contamination going into the river. All new pumps are energy efficient and ran by VFDs. The full scope of Project #3 is the pumping and fine screening capability of 77 MGD at Outfall 003. Combined with Project #5 (disinfection), Outfall 003 will have the capacity to screen and disinfect over 77 MGD of combined sewer overflow. This project is necessary to achieve compliance with our Consent Decree 07-CI-1252 related to Combined Sewers.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
The completion of Project #3 with the construction of Phase #2 is required by the approved Long Term Control Plan for the Paducah JSA. By performing this project in phases, JSA can expedite increased capture volumes related to their LTCP at Outfall 003 with the expedited use of the Harrison Street Phase One 15 MG Storage Tank (SX21145023). Increased capture volumes promote public health by reducing Combined Sewer Overflow volumes and pollutants to the Ohio River. The next phase of work related to Outfall 003 is listed as Project #5 and includes the disinfection component.

Do not construct the 72 inch to discharge through the floodwall, connecting to the 102" discharge line on the inside of the floodwall, and rely on the City's floodwall pumps to pump the water out during high water, which will not enhance the floodwall pumping capacity of the floodwall in this area.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
