Project Title:
Louisa: Wastewater Treatment Plant

Project Description:
This project will build a new wastewater treatment plan to replace the existing plant. The existing plant is reaching its operational design lifespan. The new plant to be constructed will be sized according to KYDOW regulations and at this time is estimated to accommodate a peak flow of 3 million gallons. The daily flow will be around 1 million gallons. This project will replace a short length (100> LF) of aging force main interceptor with new 12 inch HDPE The New Wastewater Treatment plant for the City of Louisa will replace the existing 0.750 MGD WWTP with a new 0.960 WWTP. Flow will be pumped to the wastewater treatment plant by a combination of the Town Branch Lift station and the High Bottom Lift station. Both Stations will utilize the same force main entering the treatment plant property. Flow will go through an influent magnetic flow meter prior to entering screening and grit removal. Following grit removal flow will travel by gravity into one of two Sequencing Batch Reactor (SBR) basins. Treatment process will be designed for removal of BOD, TSS, and TKN. The SBR will also be capable of treatment for phosphorus removal in the future if required Following treatment in the SBR basins flow will travel by gravity through an effluent flow meter where peracetic acid will be dosed based on flow rate and enter a contact tank for proper disinfection. Following the contact tank flow will be discharged to the Big Sandy River from the existing discharge structure. A backup Generator will be provided on site which will be capable of operating the Town Branch Pump station, administration building, influent screening, grit removal, SBR treatment processes, and disinfection system in the event of a power failure. Sludge produced by the SBR will be wasted to an aerated sludge holding tank for reduction of volume and then further dried prior to disposal by use of an inclined screw press.

Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
This project is needed to address the aging existing wastewater treatment plant that has served its useful life and to maintain KYDOW treatment discharge permit requirements. This project is necessary to comply with agreed order 20-3-0325. This project will have a positive impact on water quality from improved discharges.

Replace individual components of the existing WWTP.  However, this would be more costly and potentially interfere with ongoing operations.

Alternate B:

The previously explored option was to purchase a new property and relocate the new WWTP. This was estimated to be more expensive due to property acquisition and the need to construct more interceptor sewers and a new transfer pump.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:

All lighting in the new treatment plant as well as the surrounding grounds will be provided by low voltage LED lighting. This includes safety lighting, displays, and dusk-to-dawn lights. All pumps within the treatment facility and associated structures will be designed for energy efficiency and most will use VFDs to ensure cost effective power usage.

Environmentally Innovative Projects:

Environmentally innovative projects include those that demonstrate new and/or innovative approaches to delivering services or managing water resources in a more sustainable way. Examples include:
