Project Title:
Maple Street Green Infrastructure Focus Area

Project Description:
The Maple St focus area project is a green infrastructure focus area composed of bmps on several properties. The primary focus area is a low income residential area that between magazine st, W. Kentucky St, Dixie Hwy and 26th St in the western portion of Jefferson co. The area is prone to repetitive flooding and experienced extreme flash flooding in august of 2009. of particular note, MSD is seeking fed assistance for mitigation activities in a portion of this area. The affected properties included in the mitigation request are not a part of this request and should be considered separate and distinctive activities. Bmps will be selected based on specific site conditions and property owner issues and may include rain gardens, cisterns, dry wells, green streets, pervious pavers, green alleys, green roofs, green cross-walks, bioswales, tree wells, urban reforestation, bio-filtration, and other infiltration bmps. MSD’s approved consent decree and approach to CSO area planning and SSO overflow reduction includes implementing green management practices. This planning approach uses information from Green bmp monitoring and modeling to reduce the amount of hard (Gray) infrastructure needed to meet the proposed level of service. The green bmps intercept the water volume that would otherwise be directed to the combined sewer system (css) and treatment. for every gallon served by green infrastructure and removed from the combined sewer system, MSD realizes an average cost savings of approximately $2.50 per gallon. Post-construction monitoring of green infrastructure projects will allow MSD to track and improve the effectiveness of green stormwater reduction practices and further the holistic water quality goals of the community. The projects are anticipated to enhance the quality of life in the community and reduce costs for stormwater management. for phase I of this project, $1,100,000 will be used for design in 2011. for phase II the remaining $1,100,000 of the project cost will be used for construction.

The projects are anticipated to enhance the quality of life in the community and reduce costs for stormwater management.

Green parking lots, green alleys, green cross-walks and green streets are project alternatives for the Maple Street focus area that would convert existing impervious parking lots, alleys, cross-walks and streets to have pervious features.

Alternate B:

Dry wells and cisterns are quantity management alternatives that capture and hold rooftop and street-level runoff for later use such as landscape irrigation. This practice can have a large impact on potable water usage and thereby reduce water bills.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:
