Project Title:
Prestonburg Force Main Bypass Sewer Project

Project Description:
Force Main Bypass Summary (Begin 37°41'23.83"N, 82°46'37.47"W; End 37°39'48.69"N, 82°43'53.69"W) The existing gravity sewer system is overloaded. This is primarily due to free water entering the system. The proposed force main bypass will allow for the isolation of the existing gravity system and permit inflow and infiltration (I&I) work on the gravity system while maintaining sewer service. Once installed, this new system will allow for the reduction of flow to the sewer plant, increasing efficiency and eliminating costs while allowing the plant to better stay in compliance with all applicable permits. The key element of this system will be the installation 27,315 ft. of new 10” sewer pipe. At this time PVC pipe is indicated for this purpose but consideration will be given to using high density polyethylene pipe (HDPE), due to its flexibility. The estimate allows for PVC which under most circumstances would likely be the most expensive option. The final design will take the overall cost and budget into consideration as well as the required performance in the field before a selection is finalized. Most of this main trunk line will be installed on the riverbank, minimizing environmental concerns and potential impacts to any historical sites. In addition, conflicts with the daily life of the public will be mostly eliminated. Associated with the primary trunk line will be lateral lines connecting the new force main to the exiting gravity system. These lateral lines will run along existing city streets or on established footprints with existing utility lines. The new system will require several valves and cleanouts to be installed along its path, and there will be several connections required to tie the new and old system together. Once complete, sections of the gravity system will be capped and thus isolated. None of these items will expand the environmental footprint of the primary trunk line. A directional bored river crossing will be required for the installation of the primary line, and another required for the installation of one of the laterals. These installations are typically characterized by minimal disturbance. The final component of this new system will be the requisite upgrade of existing lift stations at Lancer and West Prestonsburg. In addition, a new lift station is proposed adjacent to Lancer-Watergap Road. The footprint for the latter is relatively small, and the final site will be selected to minimize impact. We anticipate much of this work to be performed by Prestonsburg Utilities. That which can’t be performed by the utility company will be competitively bid. The Estimated cost for this project is $ 3,698,711.00.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:
