Project Title:
Prestonsburg Downtown Revitalization Project Phase 1 and 1A: Trimble Branch & Hager Street Storm Sewer Improvements

Project Description:
Prestonsburg is a long established community. As such, the storm drainage infrastructure does not run throughout the entire city and much of what has been constructed is either inadequate or not part of a comprehensive plan. This is typical of any older community and in the case of Prestonsburg, several areas within the core district have no storm drain infrastructure or deteriorated and/or undersized storm components that were built long ago and with little forethought of future development. All storm drainage infrastructure within Prestonsburg is owned and maintained by either the City of Prestonsburg or the Kentucky Transportation Cabinet. Over the past several years, there has been a notable increase in the frequency of localized rain events with an intensity that is well beyond the norm. The free surface water and flash flooding that are a result of these events have exposed the inadequacies of the existing storm system and have resulted in significant and repeated flooding to local businesses and residences. There is every indication that these severe rain events will continue to increase in frequency. It should be noted that in addition to the flooding, the deficiencies in the storm drainage system result in infiltration into the sewer system, resulting in capacity and treatment issues at the treatment plant. So, in addition to eliminating many flood related issues, Prestonsburg City’s Utilities sanitary sewer system will see a reduction in operation and maintenance costs due to reduced treatment costs, SSO reduction, improved quality of receiving waters and increased useful life of assets. The need for the addition of expensive capacity/conveyance improvements required for treatment will also be minimized or eliminated. Needless, to say there will be marked improvement to customer satisfaction as well. The city has prioritized three areas within the core district for capital improvements. For purposes of this narrative these areas are identified as Trimble Branch (Phase 1), Hager Street (Phase 1A) and Court Street (Phase 2). Phase 1 & 1A- Storm Sewer Improvements (Trimble Branch and Hager Street) (37°40'12.93"N, 82°46'24.76"W) Trimble Branch and Hager Street are adjacent, and each has a problematic history based on their age and location. The scope of work for each requires new pipe and catch basins to be installed. In the case of Trimble this new installation will follow the same footprint as the old, requiring the old, deteriorated pipe to be replaced with new pipe of a larger diameter. The drainage system on Hager Street was built long ago and in the time since, housing has been built along side and in spots, over its path. The scope of work for Hager Street calls for the installation of a new piping system that will run down the middle of Hager Street, replacing the older system, and allowing for its abandonment. The deterioration of the piping system on Trimble Branch (Phase 1) has been worsened by periodic flooding, so much so, that a portion had to be replaced in an emergency for safety concerns. This recently completed work remains reflected in the estimate as it was part of the original scope. The remaining scope of work to be funded consists of 335 ft of 60” HDPE and required catch basins. The crossing of Central Avenue will be done with a box culvert instead of pipe and allowances have been made for the miscellaneous costs associated with this type of work such as erosion control and pavement replacement. This work follows the existing footprint entirely over a vacant lot and will thus have no consequence regarding environmental or historical concerns. Hager Street (Phase 1A) will have similar negligible impact as the new pipe system will run underneath Hager Street, necessitating a fair amount of pavement replacement but no environmental concerns outside of that for erosion control, which has been allowed for. No structures are affected. The new pipe will tie to the existing system on both ends and the old system abandoned in place. The preliminary estimate calls for 860 ft of new 30”

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:
