Project Title:
LFUCG - North Elkhorn Wet Weather Storage Tank

Project Description:
The proposed facility improvements consist of a diversion structure (DS), wet weather pump station (WWPS), wet weather storage tank (WWS) along with the required conveyance improvements (1,500 LF 30-inch PVC force main and 1,000 LF of 24-inch and 36-inch PVC gravity sewer). North Elkhorn Pump Station (NEPS) currently receives flow from an influent trunk sewer and the Expansion Area 2A pump station (EA2APS) force main. Due to site constraints, the proposed DS is only able to be located on the influent trunk sewer conveying flow to NEPS. The DS is proposed to be located on the incoming 36-inch line, which carries the largest portion of the flow conveying over 30 mgd (million gallons per day) during the design 2-year, 24-hour storm event. While this arrangement does not allow all flow to be diverted from NEPS to the new WWPS, the DS will include a gate capable of diverting all flow in this 36-inch line to the WWPS. The forced diversion via the gate will divert enough flow to achieve the project objective during wet weather events. Per the updated CAP modeling a WWPS capacity of 20.7 mgd is required. The proposed pump station will only be used during wet weather events and will be located in the general location of the previously abandoned old NEPS. A 30-inch diameter force main will be required to maintain acceptable velocities in the force main from the WWPS to the WWS Tank. This results in a maximum velocity of 6.5 fps at peak flow. LFUCG design guidelines call for force main velocities to be within 2.0 to 5.0 fps. Although 6.5 fps is outside of this range, it is not at high enough velocity to cause concern, particularly for a wet weather facility that is used relatively infrequently. To maintain velocity above 2 fps, a minimum flow rate of 6.3 mgd is required. The 2024 LFUCG Urban Service Area (USA) boundary expansion in the area of the NE WWS facility requires the project to be modified and sized to replace the proposed tank on Thunderstick and meet the RMP obligation. Need For Project: Briefly describe how this project promotes public health or achieves and/or maintains compliance with the Clean Water Act or Safe Drinking Water Act:
In order to eliminate sanitary sewer overflows (SSOs) in the North Elkhorn Sewershed, the Remedial Measures Plan (RMP) proposed the NEWWS facilities at the NEPS. The NEWWS facilities are identified as project NE-1 in the Group Three RMP submitted to the United States EPA. The original RMP improvements were to construct a 2.2 MG WWS, WWPS, and other ancillary facilities. However, since the development of the RMP, a large volume of wastewater flow has been diverted from the West Hickman Wastewater Treatment Plant (WHWWTP) to the Town Branch Wastewater Treatment Plan (TBWWTP) via the NEPS causing more significant modeled wet weather capacity requirements. The current recommendation, based on model results of Lexington-Fayette Urban County Government’s (LFUCG) Capacity Assurance Program (CAP) Consultant is for a 6.0 MG WWS Tank and an associated WWPS with a peak conveyance capacity of 20.7 mgd. The conceptual design described herein is based on these capacities provided by LFUCG’s CAP Consultant .

Alternate A:

Alternative A is to eliminate the WWS facility all together and pursue a new permitted wastewater treatment plant (WWTP) downstream of the proposed facility location. This alternative would require a new Facility Plan, as well as acquisition of a new property site, large diameter gravity interceptor from the current PS location down to the new identified proposed WWTP location, and a new WWTP. This alternative is not viable due to the cost and time considerations to permit a new WWTP.

Alternate B:

For the NE WWS project the base facility of a DS, PS, and WWS tank remains in all alternatives, but the route at which the force main takes from the proposed WWPS to the WWS tank varies. For this alternative B, we're looking at multiple sub alternatives for the force main routing.

Green Infrastructure:

Green stormwater infrastructure includes a wide array of practices at multiple scales that manage wet weather and that maintains and restores natural hydrology by infiltrating, evapotranspiring and harvesting and using stormwater. On a regional scale, green infrastructure is the preservation and restoration of natural landscape features, such as forests, floodplains, and wetlands, coupled with policies such as infill and redevelopment that reduce overall imperviousness in a watershed. On the local scale, green infrastructure consists of site and neighborhood-specific practices, such as:

Water Efficiency:

The use of improved technologies and practices to deliver equal or better services with less water. Water efficiency encompasses conservation and reuse efforts, as well as water loss reduction and prevention, to protect water resources for the future. Examples include:

Energy efficiency is the use of improved technologies and practices to reduce the energy consumption of water projects, use energy in a more efficient way, and/or produce/utilize renewable energy. Examples include:
